Renewable purchase obligations for the state of Gujarat

Posted on February 1, 2011 by

Renewable energy certificates mechanism encourages renewable energy generation in the country. Under the Electricity Act 2003 and the National Tariff Policy 2006, the central and the state electricity regulatory commissions must purchase a certain percentage of grid-based power from renewable sources. This is referred as Renewable Purchase Obligations (RPO). Gujarat Electricity Regulatory Commission (GERC) sets regulations (2010) for the procurement of energy from renewable sources. As per the regulations, state DISCOM along with captive and open access users /consumers shall purchase renewable energy as per the following table;

Minimum Quantum of purchase (in %) from renewable energy sources

(in terms of energy in kWh)

Year Wind % Solar % Biomass, bagasse and others %
2010-11 4.50 0.25 0.25
2011-12 5.00 0.50 0.50
2012-13 5.50 1.00 0.50

RPO for Gujarat

Mandatory requirement of renewable energy has forced the government to either purchase the RE or have second option to buy Renewable Energy Certificates (REC’s). Introducing regulatory framework in the Indian energy markets might create favorable platform to the RE generator and subsequently enhances the energy generation based on renewable energy resources.
